Using "of" here (meaning something like "among") makes it more clear that the thought is closing. Writing "the most repressive Taliban initiatives" in this case leaves the impression that... maybe some more information was supposed to be at the end of the sentence. For example, "the most repressive Taliban initiatives [we've seen in the past ten years]." Everyone would understand you, but some people would wonder if a part of your sentence was cut off.
