「says you」という表現は同じ意味です。"according to"よりsays youはよくあります。

A: 'According to me' sounds a little bit unnatural. It sounds a little formal but is less common than other phrases like 'In my opinion'. You can use it to talk about other people's opinions and judgement. E.g. According to Sam, that restaurant's food doesn't taste good.

'For me' can be used to show something's effect on you. It's more commonly used in the middle of a sentence.
E.g. This was difficult for me. (talking about feelings rather than judgement).

If you wanted to start a sentence and give an opinion I'd use 'To me' E.g. 'To me, you are perfect.'

A: “According to” means you are reporting what someone else said. “According to my friend, the weather is nice today.” (You can also say according to a book, article, etc.)

“In terms of” is not about someone else speaking. It’s a way to introduce a topic. “In terms of goals scored, this football team is better than that team.”

As him isn't going to be used.
As he said is another option but is used slightly differently than according to him.
As he said, we are closed.

According to .... and, Or else..... are less formal.
Each of them has the same level of politeness, but they they have different registers, a level of formality which relates to the situation. Register is very difficult to master and is the principal problem in learning english but you can communicate effectively without it.
