The second one is usually only for technical uses - like, when a brand of car has to be approved by the government before it can be sold.

Both are used in formal situations but permit is often used by people with high status/power.

“I approve of the decision.” - Formal but can be said by people close to you.

“I permit you to move forward.” - More formal than approve.

A: When you approve of something it implies that you agree with it but by acknowledging something you do not have to agree, rather you can appreciate/ understand the argument that was made.
For example a vegetarian could say: "I approve of your decision to try to become a vegetarian as well but I acknowledge that such a large lifestyle change can prove difficult."
