BUT: If an actual person was stopping you from doing it before, 'got to do' is more common, while if you could have done it before if you had wanted to, either works.

They're interchangeable in most situations.

here,I have a question.why is she using present progressive?I would say she should use "I'll stay".since she decided to stay with vision right then and there.

A: "I'm staying" implies it's less like a decision and more like an unchangeable fact. She's not just saying "I have decided to stay" (which implies that she might later decide to leave), she's saying "There's nothing you can do about it, it's going to happen." (no matter what happens, leaving is not an option)

She's saying she has a debt to pay or that she's done something in the past that is a mark against her. (I can't remember the movie well enough to remember the context.)
