A: There is means which is available/aroud. Its like saying "There is a cat outside my door."

You can add in the world if the thing/person that is mentioned is the best at something in the world, adding in the world will make the sentence sound like you are respecting the person or thing.

Example: Usain Bolt is the fastest runner in the world.

In this sentence, there is, is not needed, because "in the world" already confirms that Usain Bolt is the fastest runner [in the world] which means he is the best runner there is.
