I learn English, so I am an English learner.
I am a beginner in English learning, so I am a beginning English learner or beginner English learner.

The first is best because it makes all other stages of learning logical, e.g.

beginning English learner
intermediate English learner
advanced English learner.

The only time you use "English beginner" is when it is unexpanded, i.e. no other language modifier.
