A: That can be used many different ways. In the 1st sentence that is used to introduce a clause which is  giving further information. In many cases the use if that would be unnecessary like in your second exmaple.

Can just be
" This system is completely useless; I won't use it anymore"

If you wanted to use that in your sentence you would need to say "this system is so completely useless that I won't use it anymore".
