A: Washington DC is the name of the capital of the US. It means "Washington, District of Columbia;" District of Columbia is a US territory. You never use DC when talking about any other capital. Examples: The capital of the USA is Washington D.C. The capital of Georgia is Atlanta.
Q: "The capital of Italy is Rome that the river Tiber passes from its inside." 聼起來自然嗎?
A: It's totally fine and I understand that you need it a certain way. "The capital of Italy is Rome, which the Tiber river passes through." Is this better?
Q: What is the capital of Hokkaido?
I think "where is the capital of Hokkaido ?" is not correct, is it? I happened to read a book at a store about common mistakes Japanese people make, and it says that "where" implies direction in this case and the answer will be in the west area of Hokkaido. For using "what", the answer will be the capital name of Hokkaido.

Do you have any comments about this?
And please correct my mistakes.
A: That's correct.

If you're asking someone to point it out on a map or to describe to you the location of the capital of Hokkaido, "where" would be correct. If you're asking someone to tell you the name of the capital of Hokkaido, "what" would be correct.
Q: capital punishment could not be the trigger to reflect on conduct for criminal. 聼起來自然嗎?
A: Capital punishment isn't what causes criminals to reflect on their crimes.
自然にするように「誘因」は動詞の「to cause」にしました。
Q: What does "capital" in 277 mean?
A: Capital is the money that can be used in investment, but in a more metaphorical sense it can mean any thing that can be used as a base for further investment.

I suppose "zero political capital" means something like, no political experience, or maybe even some bad reputation, or in general someone who doesn't have much of a chance at all in succeeding in politics.

(Keep in mind I'm not a native speaker though)
