To commemorate something or someone is usually about remembering/honoring a *past* event that has made some type of impact on their community (or on a larger scale). This is not always something that is happy or good. Sometimes we commemorate events that are sad, but we do it to not forget (as aveibell gave the example of 9/11 for Americans ). Hope this helps! :)
