A lot of these words mean pretty much the same thing just 'harsh'. Depending on what it is you're talking about, one word would be more suitable than the other. A word like weather would use harsh or severe.

 is to spoil or ruin (one's chance of success). 

As a noun evil is

 moral badness; wickedness; malevolence; the forces or behaviors that are the opposite or enemy of good.

A: Cruel is causing suffering or pain without concern; it's more evil, and more often a personality trait. Brutal just means that something is very violent.
You can be brutal without being cruel.

A: They are the same. But 'cruel' is tough than 'tough'. So if you were in an abusive relationship, they would be cruel to you. But if you were just in School, and you did something wrong to where they felt the need to punish you, it would be tough.
