Q: decaying 和 rotting 的差別在哪裡?
A: : as long as organic matter is involved, 'decaying' and 'rotting' are synonyms and could be replaced by decomposition/putrefaction. Examples: 'out of fridge decaying/rotting of fresh food (/salad/eggs/milk...) is pretty quick', 'a poor oral hygiene accelerates teeth decaying/rotting'.
There are two meanings though where 'decaying' and 'rotting' are different in that the former is used while the latter is not, and they are 1) the worsening of a construction or an entire built area, and 2) the lowering of authority/political control/power by something/somebody and the resulting lowering of effect/sway/influence over something/somebody else. Examples on 1) - 'the default of American car industry, triggered by the 2007 subprime crisis, began the decaying/decay of the entire Detroit industrial area, followed suit by the decaying of both the city residential and commercial areas', 'it'll be expensive to recover the decaying/decay of the building'. Examples on 2) - 'the decaying of habits/morality (as in 'the dissolutness of habits') caused first the decaying/decay of the power and then the disappearance of the Roman empire' (according to Gibbon, cf. 'The History of the Decline and Fall of the Roman Empire'), 'the big scandal started the decaying/decay of the government authority that ended with its party coalition losing the general elections less than a year later', 'the loss of the war made possible the decaying/decay of the political control of the dictatorship over the population'.
To recap, 1) and 2) account for the differences between 'decaying' and 'rotting' and show where you use 'decaying' (or decay), not 'rotting'.
