Now that I read the whole thing, I think that when Piglet says "had been in the family for a long time", he refers to the broken board. So it means that his family has owned the board for a long time.

Regarding why "had been" and not "have been": it is because it is indirect speech (also called reported speech).

Csaba says now: "I am hungry." → "Csaba says he is hungry."
Csaba says now: "I was hungry." → "Csaba says he was hungry."
Csaba says now: "I have been hungry." → "Csaba says he has been hungry."

Csaba said in the past: "I am hungry." → "Csaba said he *was* hungry."
