A: I don't see the word "too." But here, "flood" presumably means "flood," NOT JUST "heavy rain." Obviously, heavy rains can _cause_ flooding. But an area can be flooded with having had _any_ rain there at all -- say, because there was significant rain _upstream_, that put water into tributaries. So flooding can occur downstream, even far downstream, from where it's raining -- and indeed, often does. That's why people sometimes warn against flash flooding even in places where it's not raining. Or flooding can result from snowmelt. The Red River in Minnesota and the Dakotas and Canada often floods in the spring. It's not because of rain. A flood doesn't just mean necessarily a foot or so of water on a sidewalk or road; it can mean a lot more.
