Q:

A:
global forces = power or influence all over the world
Q:
Force majeure refers generally to forces of nature or possibly war. The implications are that the terms of a contract may be changed because the risk was not allocated in either the express or implied terms of the contract. 是什麼意思
A:
I can give you several alternatives for the word "allocated" in this case:
"included"
or
"given consideration"
or
"taken into consideration"
or
"given any attention".
You could also replace "not allocated" with "omitted".
I agree that force majeure would typically be discussed in a contract. I think that what is being said is that if force majeure is not explicitly discussed in a contract, then if a condition of force majeure does occur, the terms of the contract may no longer be valid.

What does " blunt force trauma" mean?
(Was his head was physically hit? or Did he have just a stroke?)
What does "institutional neglect" mean?
Context>>>>>>>>>>>>>>>>>>>>>>>
Philadelphia authorities are investigating the death of the father of former White House national security adviser H.R. McMaster, ABC6 reports.
According to the Philadelphia department of health, the former official's father, H.R. McMaster Sr., died on April 13 of blunt force trauma to the head.
While health officials have ruled his death to be an accident, investigators have labeled the death suspicious, and are looking into whether there could have been institutional neglect in treating him by the retirement community where he lived.
The 84-year-old Korean War veteran reportedly did not receive proper care at the Cathedral Village retirement home, where he was living after suffering a stroke.
The Philadelphia police's homicide unit is looking into allegations that McMaster Sr. had fallen and was placed on a chair and neglected. Employees also reportedly told the McMaster family that records related to his death had been falsified.
Police are investigating the death as suspicious and have obtained a search warrant for the retirement community.

Q:
What do they mean by 'parenthetically or force'?
A:
OMG Tata you have the most interesting questions. Your transcription is correct but I have to GUESS what it means ;)
I **THINK** it means this. In English (I have not seen this in Spanish) we often say something like this:
The teacher "taught" the class.
By putting "taught" in quotation marks we are implying that they didn't really teach it, they did a terrible job, they tried but they sucked at it. Another example, Trump "won" the election, or Trump is "saving" lots of jobs. He didn't really and he isn't really, but some people pretend that it's so.
So I *think* what she is saying is that teachers "teach" math, but not really, because they do a shitty job of it and they need to find a way to make it more interesting because their students are asleep half the time.
So I think "parenthetically or forced" in this context means "he said it in a way that implied that they weren't doing a good job."
Someone else might have a better interpretation ;)
