I don't think "arson" is hardly, if ever, used as a verb though.

For "fraud" you could use "to defraud" even though that verb usually refers only to illegally obtained money.

"Terrorism" also doesn't have a specific verb for itself. The closest thing is probably "terrorise" even though this verb is used in a sense of "spreading terror/to bully someone very meanly" instead of "committing acts of terrorism"
