"Put on a helmet" is the action of putting it on your head

A: They both mean the same, but the questions are a little strange. By asking "Is it safe to wear a helmet", you are implying that wearing a helmet might impose some risk. You would probably be more likely to hear:

Q: "Is it safe to not wear a helmet?"
or
Q: "Is it safe if I don't wear a helmet?"

to which the answer might be:

A: "Yes, the construction is finished, you don't need a helmet."
or
A: "No, they are still working, you need to wear a helmet."

A: "compulsory" is fine in an official manor. "mandatory" or "required" are more common in my experience (eastern US). To me "obligatory" is even more uncommon! ;)
