Are both words used in American English ?
If so, then what's the difference ?
A:
Mascot is used a lot. Sports teams all have mascots, like the Phillie Phanatic, who is the most famous one. He represents the Philadelphia Phillies baseball team. Mascots are people or animals and many are very well known and extremely beloved by the people who follow that team. It's not just sports teams that have mascots, those are just the most well known. Branches of the military have mascots, companies sometimes have mascots, schools have mascots, it's a well known word and phenomena. Mascots are meant to represent the team or organization they belong to and bring them luck but they are often more of a marketing gimmick these days when it comes to sports teams.
Talisman are usually objects, there is a rare usage of the word that refers to them as people but it is almost always used to refer to objects, believed to have some spiritual significance or that will bring a person luck. While this does refer to items in mainstream religions like Christianity and Islam, such as crucifixes and prayer beads, it is mostly used to refer to older items from those religions. In modern usage, this word is much more commonly used by New Age spiritual belief systems, such as Wicca, to refer to things like crystals, amulets, stones, charms, etc.
So the main difference is that mascots are almost always people or animals and talismans are almost always objects.

Q:
I personally don't like these mascot characters, they aren't cute at all. They totally resemble already existing characters of either Digimon or Pokémon or maybe both. Nothing new. Everything about Tokyo Olympics are poor in taste, and I wonder what's wrong with the government's choice of designers or artists. 😵😵 聼起來自然嗎?
A:
The first part is fine. I would change the second part to, "Everything about the Tokyo Olympics is poor in taste, and I think there's something wrong with the government's choice of designers and artists."

"this mascot looks a little like Elmo"
might be better
