A: means something is going well/improving gradually.
For example: I am making progress with my students.
Like at first they didn't like me but as the time passed they started to like me.

If it's commentary about the show, it could be talking about a character arc. Additionally, an arc in a tv show can be a story arc. That would be an extended or continuing storyline.
Arc-fulfilling progress would then mean the story was meaningfully moved towards completion.
