A: I've never heard "at haphazard." It should probably be "haphazardly."

He picked volunteers at random.
He picked volunteers haphazardly.

Haphazard means it was done carelessly. He wasn't paying attention to his actions, etc. It sounds negative to me.

"Random" is neutral, and just means that everybody had an equal chance of being picked.
