The Past tense does mean the action was finished. But in your example, it doesn't necessarily mean that the restaurant was closed. You can say, "I opened a restaurant," meaning you finished opening the restaurant. Sometimes the context of the conversation tells you when it happened.

"What did you do last year?"
"I opened a restaurant."

"What did you do last year?"
"I got sick and went to the hospital. I had opened a restaurant and I was working too hard, so I was forced to hire a manager."
