A: your sentence is correct but it is rarely said. I would see this sentence only in like a report or something.

It's more commonly said "Snow is rare in this area"

A: It's snowing in Tokyo in November for the first time in the last 54 years.

A: Having this much snow on New Year's Day, is the first for me in 61 years.
