In psychology and social work he have something called static risk factors, which are things you can't change (such as your age, criminal history, etc). In medical and legal contexts it can also be used to mean something is fixed in place (in a way they shouldn't be, or not developing.
1) Given the typically static nature of these types of brain injuries, I wouldn't expect to see improvement in his condition.
2) Although his static risk factors are of concern, his dynamic risk factors are still worth taking into account as these may reduce his risk over time.

I also found out today there are static files and static assets! Considering I haven't heard these before I would say they are technical terms. Apparently there are also static water tanks used in fire fighting, where the water is stored in a way it doesn't move so it doesn't release as much energy when it is used to fight fires. The opposite of static in this case is residual.

Apparently there is also staticky and statically, although I don't think I have ever seen or used them.
