A: Suspend means to temporarily stop, and pend means waiting to continue.

In the first example, it had been going and was stopped. In the second, it hasn't begun yet.

Another example:
We suspended him from school for bad behavior.

A: "suspend" has a couple of definitions, but i'll assume we're talking about the definition similar to "interrupt". both "suspend" and "interrupt" mean to temporarily stop/halt something from happening; I think it is safe to interchange them in this context.

"cessation" though is permanently stopping/halting something from happening further.
