A: I'm not familiar with this as a word/phrase. There is a Bob Dylan song called 'Tangled up in blue', That's using the word 'blue' in its meaning of sad/unhappy.

There is a band called 'Tangled Blue' https://tangledblue.bandcamp.com/album/tangled-blue but I don't think the name has any specific meaning in general English.
