This is generally true. A more roundabout phrase tends to be more polite. (And of course, with "please".)

I don't think the tense is involved at all, and certainly you would never say "wish" in this context.

Also, as @xSummer pointed out "I hoped you would help me." is not useful in this situation (see my examples).

'He's drunk'
'He was drunk'

A: Hi!
"Do you feel better?" is correct, or you could ask "Are you feeling better?" (This is used often).

If your friend is drunk you would say "He's drunk" since he is still drunk. If he is not drunk anymore, then you would use "He was drunk".
