A: Damn dude that's hard even for me. I looked up the definition of a capital project and it means a long-term project of building or adding. Public transit is like busses and subways. It's saying that when we invest in public transportation, that money goes toward maintaining the subways and busses and in order to maintain them or even build upon them we also need to use the donated money to hire people for the work. This in turn, generates a bunch of jobs.
