A: It depends what you want to say. If you want your conversation partner to give an explanation to the third person, just say “I’d rather you explain to her why you can’t go”. That is, you, not me. In common usage is “I’d rather you explained to her why you can’t go” and it has more a sense that it would be nice if she received an explanation- it could also have the same meaning as my first example if the emphasis was on “you”.
