A: Businessmen used to often wear dressy shoes called wingtips. Lick their wingtips is similar to saying lick their boots, or kiss their ass (more vulgar) or suck up to them (also vulgar). All these idioms mean to be nice to someone (usually in a phony way) in order to gain an advantage, with the hope that they will give you some sort of favor…..like a promotion, or approve your request, or recommend you for something you want, or to get tenure, etc.
