I think that 'I hear you' seems like answering with impatience, am I right?

Unless talking about specifically hearing someone then yes 'i hear you' may come across as impatient and almost dismissive (all depending on the context!). I would recommending saying 'I understand' if speaking in a formal situation or 'I get you' if not so formal :)
