"until the end of last month" is including everything till the last day of the month which is August 31st "until last month" is August 1st

If today is September 15th, then the accumulated cost "until the end of last month" would be the total cost on August 31st (which is the the end/last day of the month before September), and the accumulated cost "until last month" would be the total cost as of July 31st i.e. everything until last month/August.
