We use them about the same way. The only difference is when you are asking if they can make it tonight, it is a specific question. You want to know if they will attend that particular event or party or meeting.
Asking if they are available tonight, is more general. You want to know if they are free or busy.
For example, someone might be available (because they don’t have plans that night) but they can’t make it to the party (because they don’t have a car to drive there).
