Yep, using "if and when" implies you think you will one day return, but also indicates you realize that might not happen.
Just using "if" implies you are far more uncertain about whether you will return or not.

They are very similar.
"If and when" implies you would like to come back to this city.
"If" suggests you may happen to come back one day.
