"Neighbourhood" is a specific location.
"Nearby" is not a specific location.
"There are no restaurants in this neighbourhood" is talking about a specific location.
So it's the same idea as saying things like
"There are no hotels in this city."
Or
"There are no restaurants on this island."
There are no restaurants nearby is NOT talking about a specific location
For example:
"There is a restaurant nearby. It will take only two minutes to arrive there. "
Or
"There are no restaurants nearby. The nearest restaurants is 30 minutes from here."
