"In this situation" is usually used when only talking about one scenario. "In this case" is used when there are multiple possible scenarios (or cases) and you're talking about a specific one.
Let's say someone's angry at you. Someone might advise you "In this situation, I recommend you apologize".
Let's say you're talking about the meaning of the word "light". Someone might say "Light can mean 'the opposite of dark', but in this case it means 'not heavy'".

I don't mean to disagree, but I think they mean essentially the same thing. "In this situation" is also a contrast to other options (this situation vs that situation).

It's true that they literally mean the same things, but I've heard 'in this case' more often when there are several other possibilities that are immediately obvious or apparent. Perhaps "in this situation" is used more when implying an exception from a general rule. "Normally I'd say to just wait for it to blow over, but in this situation I recommend you apologize." Honestly I just think "in this situation" sounds clunky and would either use "in this case" or reword the sentence entirely.
