Both are correct, but for the sentence to sound more natural, I would use:
"It is not normal for her to cut school."
or
"It is unusual for her to cut school."
Using "not usual" is uncommon, as it usually is shortened to "unusual," though both phrases have the same meaning.

Most of the time, when words can be shorted or combined, they are likely be (with the most common exceptions being formality and emphasis). However! What you're doing is entirely correct, as with other similar situations such as:
"These are not our usual suspects."
"They behaved themselves, which was not a usual occurrence."
