Both mean the same thing and could be used in the same context. But you can add a time aspect to them. So:
I went to Turkey. - Can be said in response to something you’ve done recently.
E.g:
What did you do in the holidays?
Oh, I went to Turkey.
I’ve been to Turkey. - This can be said in response to a more general question about places you’ve visited.
E.g:
Where have you travelled to in Europe?
I’ve been to Turkey.
