In this case, I don't think it makes a difference. Either are acceptable.
The speaker is describing a hypothetical situation in which guests would be at ease. You usually say if X if you want to describe X as a hypothetical situation.

You can place the word "always" in front of 'want' or 'make' in this sentence, it can be flexible like that.
I know the sentence would sound unnatural if the word "if" was not there but I can't explain it well. It kind of connects "the only way ... is if", so then follows the action that answers that question, so to speak.
