เด็ก = a children (only one children)
เด็กๆ = many children

I don't know how to describe it, because sometimes the meaning are the same
Example :
เชือกสั้น / เชือกสั้นๆ = Short rope
เรื่องดี / เรื่องดีๆ = Good event
It's up to each context.

As @shogundesu said, sometimes it can be a command sentence.
Example : ไปๆ / ไป๊ๆ (Go! Go!) [To expel someone / In Korean maybe this word : 나가!]

It can mean you are calling the children
เช่น เด็กๆมานี่หน่อยสิ มีเพื่อนใหม่ย้ายเข้ามาใหม่ mean come here children there is a new friend move in.
