A tax rebate and a tax refund are both ways to incentivize consumer spending and stimulate the economy.
Tax rebates are big chunks of money that can be offered at any time of the year, usually on new technologies such as hybrid cars and renewable energies.
"I bought my new car because it came with a $5,000 tax rebate."
"This boat comes with a $2,500 tax rebate."
"My state is offering a $1,000 tax rebate for purchasing solar panels."
A tax refund is a regular yearly occurence which refunds the difference between the taxes you paid, and the taxes you actually owed the previous year. This happens because employers usually withhold too much money from pay checks.
"I think I'll go on vacation with this year's tax refund."
"I hope I receive my tax refund early this year."
"My employer took a lot of money from my paychecks last year, so my tax refund should be large this year."

The difference is that a "refund" is money that you are owed due to overpayment, miscalculation, or some other thing that results in an imbalance in your favor. Also, if a product is returned, the cost of the item paid back is also called A "refund".
A "rebate" is money that is given back in lieu of a discount on an item. It usually comes from the manufacturer of a product rather than the seller.
