They're both pretty much the same.
I guess I have frequently heard the word "abroad" used to refer to vacations, or lengthy stays in foreign countries for the purpose of higher education.
When I hear "overseas," it's almost always referring to military personnel, or packages being "shipped overseas."
Not that those specifications are defining criteria of either of these words, but that's just how people in my region tend to use them, and probably wouldn't notice if you switched it up.

Abroad is in another country.
For example, from.thailand to Lithuania.
Over seas is somewhere in which you would have to cross an ocean.
For example, from Mexico to Japan.
