“I’m a stay at home mom raising my 3 year old daughter” puts emphasis on the fact that you are a mother who is unemployed, using all of their time to raise their child. Some mothers pride themselves on being able to afford to stay at home with their children to raise them.
“I stay at home to raise my 3 year old daughter” puts no emphasis on the fact that you are a mother, so it can be used by fathers as well.
Both phrases are correct, and if you are a mother, both can be used. If you are a father, please use the second phrase!
