So to measure up to is a comparison. Example: When it comes to fashion, no one could ever measure up to me.
You will never measure up to your sister.
Someone might also say to fill one's shoes. (You could never fill your sister's shoes.) You don't match their measurements. You are not the same.
Meet the requirements is being able to meet their needs.
For example if their needs/requirements are:
You must have availability Monday-Friday.
You must have a college degree.
You must have experience with kids.
If you have all the things that they are asking for, then you meet their requirements or needs for the position.

@H0wdy so you can use it when talking about meeting requirements, but the way most people (myself included) use it is when talking about an expectation or standard that is usually hard to meet.
Often you will hear people say, "I feel like I will never measure up or be good enough."
That's why I say it's more of a comparison because it implies that there is some fixed idea that you have to match perfectly with and if you don't then you aren't worthy.
Another example sentence: " I will never measure up to my mom's standards."
Measure up often has a much stronger personal meaning. It almost directly reflects your self worth. So measuring up is more about embodying an idea than meeting specific qualifications that make you eligible for something. Measure up is usually chosen when you want to make a statement of criticism. People don't usually use it to make a positive comment about others whereas meet the requirements is often used to signify approval of something or someone.
