Officially, a university can be made of colleges - my school has a College of Business, a College of Engineering and Architecture, etc.
In everyday conversation, however, they are used as synonyms. I say "I'm going to college" and everyone knows I mean a university.

They're pretty similar and not everyone knows the difference. Many people use 'university' for colleges that are bigger and more prestigious, even though that's not the only difference between the two.

There are also geographical differences in their usage and meaning in everyday language. In the UK for example, it is most common to say "I go to University" when you are studying in higher education whereas in the United States it is most common to say "I go to college"
