The statement is kind of blunt and more or less means that the speaker doesn’t know when they will do it, but they are planning on doing it. It can sometimes be used rudely or passive-aggressively.
Ex 1:
“Did you finish washing the dishes? If not can you do it now as I really need the kitchen clean tomorrow for the party.”
“I’ll get to it when I get to it.”
Ex 2:
“Do you have the dates planned for your trip? I know you’ve always wanted to go to Brazil. You should totally just go for it and have fun!”
“Ha ha, well I’ll get to it when I get to it. Now isn’t a good time because I’m up for a promotion at work. Thanks for encouraging me though!”

Like aadufield said, it is often used bluntly. It’s more or less similar to, “stop bothering me about it”. The speaker perhaps is planning on doing whatever they said, but at the same time do not appreciate the feeling of being rushed.
