they’re the same, but #1 is more general, and could be used to mean a number of different things (e.g., delivering a file; being synchronized; etc.) in addition to “arriving”

"~to be on time" は曖昧ですけど、時々 "to [エーベント]" があります。だから、"to [エーベント]"を入れると、それは特定になります。"~to arrive on time" は特定です。普通の会話には、arrive の後で特定の場所があります。
