Who but I am both the tree and the lightning that strikes it. 是什麼意思

What does "Who but I am both the tree and the lightning that strikes it." literally mean?

I'm particularly confused with "who but I" part.
Does it mean "It is me (not anyone else) who is both tree and the lightning"??

yes it does mean "it is me, both the tree and the lightning"

it is asked as if the writer was questioning whether or not he is both the tree and lightning or not
