Your teacher is describing the same thing. Better Off can be used to express the best choice/outcome for someone, not just to do with a place.

You're better off just paying the fine. In the end, they'll just take you to court. It's not worth the hassle.

I think I'm better off sticking with the 1 day tour. The half day tour doesn't take you to the clifftop lookout.

His current job has no prospect for promotion, so he is better off accepting the new position even though it starts off with a lower salary.

It means they will have a better life living there.

"We'll be better off in Florida. I have my new job there, it hardly ever rains, and we can go to the beach whenever we want."

"We're better off" generally means "It is better if we do X instead." This is generally used when comparing one choice to another, not as good choice.

For example,
"We're better off going to the movies."
This means:
"It is better if we go to the movies instead of doing some other thing that was mentioned previously (like visiting a restaurant, seeing an art gallery, etc.)"

"There doesn't seem to be any electricity source here. We're better off gathering firewood while we still can instead of continuing to search for power."
This means:
There is probably no electricity source here. It's better if we gather firewood instead of continuing to search for an electricity source.

As you can see, context is sort of important with this expression.

Thanks, your explanation is very helpful.
I understand how to use the phrase to some extent, but my teacher used this phrase with place, and she said that it means its better to go there.
