What does "relative" mean in the following sentences?

While Hong Kong remained a relative backwater in early days, nearby Guangzhou (Canton) was developing into a great trading city with connections in India and the Middle East.

The metamorphosis of Silicon Valley from a relative backwater into an economic powerhouse was a modern miracle.

I can understand the word relative when it appears in the form like "relative velocity" or "relative distance as an adjective or "My relative gather together once a month" as a noun, but I cannot figure out what it means in those sentences.
