slow up ~ describes that something is CAUSING something else to become slower / be delayed
slow down ~ simply means *becoming slower*

They are similar and there is some overlap.
Slow down is very common. It is used most frequently with driving a car or other motor vehicle.
It means “go more slowly”. When we add “down” to a verb, we often mean to “reduce” it.
Ex.
Turn the volume down. The music is too loud.
Turn the air conditioning down. The house is too cold.
Turn the heater down. The car is too hot.
Turn the lights down, let’s get romantic! The room is too bright.
Slow down. You are driving too fast.
Calm down, you are too excited. Relax.
Adding up to a verb can mean to increase something when added to a verb. The oposite of adding “down” to a verb.
Speed up! You are driving to slow!
Turn the heat up! It is cold in here.
Turn the volume up! I love this song.
BUT, adding “up” to a verb can also have other meanings.
One of them is to add a connotation of “having an effect on something” or “causing a result, often unintentionally” or “completing something”
Eat up! Your food is getting cold. Means to complete your eating. Emphasizes the result of having eaten.
Finish up. Adds additional connotation of finishing or completing. Emphasizes the result of having it finished.
Speak up. Means increase the volume of your speaking, but also adds the connotation of emphasizing the completion of speaking (fulfilling the purpose of speaking, which is to be heard)
Wait up!. Means don’t walk so fast. (Emphasizes the result, which is letting me catch up to you, because i am behind you)
Don’t touch my work, you will mess it up. Emphasizes the result that you will make if you ruin it and the problems that will result.
Don’t talk to him while he’s working, you will slow up the process. Emphasize the negative result or effect that will occur if things slow down.
Slow up also adds the connotation of increasing the slowness.
Like I said initially, UP adds the connotation of increasing something. So slow up also adds the feeling of making something even more slow than it is already,
These are some of the things that are very subtle and very difficult to learn. Indeed, they are almost impossible for a native speaker to explain, unless they have studied linguistics.

I am not a linguist and there is no perfect formula on how to use modal verbs in English.
It is best if you try to understand them, but use care in using them. Once you understand one example, and get used to hearing it, you can try adding it to your speech.,
But, remember, there is alway another way to say the same thing without using the modal verb. And if you use it incorrectly, it really makes you sound like a non native.
So I would avoid them in speech until you are comfortable with each example.
