In any situation, Could it be possible that "I'm with you." is used instead of "I agree with you." or "I understand you."?

Terry: Rachel, Rachel, sweetheart. You're a terrible, terrible waitress. Really, really awful.

Rachel: Ok, I, I hear what you're saying. I'm with you. Um, but I, but I'm trying really hard.
